What is the difference between actively running extension and turned off extension?

An actively running extension is one that is loaded on the chrome browser profile and is currently set to communicate with and interact with the chrome browser. The way to tell if an extension is actively running is by:

1. Open browser bar and enter  chrome://extensions/

2. Look at all the extensions listed. If an extension has the blue toggle switch enabled then it is enabled.
